Hettie Joubert obtained BLC and LLB degrees from the University of Pretoria and an LLM (Labour Law) from the Rand Afrikaans University. She completed a Postgraduate Diploma in Financial Planning through the University of the Free State in 2020 and is currently consulting on that programme. She was admitted as an attorney in 1988 and practised as such for 4 years. In 1990 she entered the retirement fund industry as a legal adviser for a municipal pension fund. For the next 14 years she gained extensive knowledge of the administrative and legal aspects of a privately administered fund and established herself as an expert on the taxation of public sector fund benefits when the tax dispensation for those funds changed in 1998. She was appointed as the principal officer and chief executive officer of the municipal pension fund in 2002, a position she held until April 2004.
Hettie joined Momentum as a legal adviser in May 2004, heading up the legal and compliance team in the umbrella funds-division. She was appointed as the principal officer of the sponsor umbrella and preservation funds and when she moved to the retail fund-space in 2017, also became the principal officer of the retirement annuity and preservation funds in that area. She managed the retirement fund governance team which attended to the secretarial and governance functions of Momentum’s sponsored umbrella, retirement annuity, preservation and unclaimed benefit funds. She was also instrumental in the setting up of Momentum’s beneficiary fund. Before her retirement at the end of May 2024, she was the Head: Legal - Wealth & Retirement Products in Momentum Investments and a trustee of the Momentum retail funds.
She was and still is a trustee of the Momentum Umbrella Beneficiary Fund and has completed all modules under the two phases of the Trustee Training Toolkit. She was appointed as the principal of the PSG Wealth retirement annuity and preservation funds for a one-year term ending on 31 May 2026. She recently sat for the exam for the Occupational Certificate: Professional Principal Executive Officer (Retirement Fund Trustee) (NQF7) presented by Batseta and is awaiting the results. Hettie is a member of the Legal & Technical Committee of the Institute of Retirement Funds Africa where she is very involved in commenting on legislative changes impacting the retirement funds industry. Hettie has been involved in all the different types and kinds of retirement funds –occupational funds, retail funds, unclaimed benefit funds, beneficiary funds, public sector funds, privately administered funds, sponsor funds and underwritten funds.
She is an expert on all retirement fund-related issues, including but not limited to the drafting of rule amendments, consolidation of rules, interpretation of legislation, taxation of fund benefits, public sector fund pre-1998 taxfree benefits, distribution of death benefits, requirements for a divorce order to be binding on a fund and responses to complaints.
